DECLARATION OF SUPPORT FOR THE COALITION: Condensed Version
In the absence of effective and adequate legislation to protect the marine environment regarding motorized pleasure craft activities on Canadian water bodies, our organization endorses, or I endorse, the Coalition’s nation-wide approach to develop for, and submit to, the Government of Canada, legislative solutions based on the application of national scientific standards related to waterbody-specific environmental characteristics and tolerances.

DECLARATION OF SUPPORT FOR THE COALITION FOR RESPONSIBLE AND SUSTAINABLE NAVIGATION: Detailed Version

WHEREAS certain types of motorized pleasure craft on Canada's water bodies exceed, or have a potential to exceed, the environmental tolerances of these waters;

WHEREAS the environmental and community-specific challenges vary from one water body to another — but the legislative challenges are the same;

WHEREAS the current federal legislative framework concerning motorized pleasure craft on Canadian water bodies does not address environmental challenges and gives rise to non-resolvable community polarization or conflicts; and

WHEREAS a) no single municipality or region can hope to have sufficient influence to convince the Government of Canada to make the necessary significant legislative changes for imposing restrictions on motorized pleasure craft that reflect environmental tolerances defined by science, and b) the Coalition offers a path for a nation-wide effort too big for the Government of Canada to ignore:

BE IT RESOLVED THAT national science-based water body environmental tolerance standards and criteria be established which -- with the application of bathymetric and other types of water body-specific charts/maps and tools -- would be used to classify each water body, or sections of bodies, regarding restrictions on certain types of pleasure craft.

BE IT RESOLVED THAT local governments would have the option of adopting more stringent restrictions than those pertaining to the federal classification of a given water body or water body section.

BE IT RESOLVED THAT the Coalition will submit to the Government of Canada, holistic innovative legislative recommendations that 1) reflect a full range of science-based environmental and related impacts associated with motorized pleasure craft on water bodies across Canada and 2) incorporate the desired features outlined in the preceding recommendations.
